Problems with navigation

What have I done wrong? I have used a well-functioning website as a template and added new content. I now have a problem with the navigation:
In the main menu I can roll down the list of subjects, but I can only activate the top-subject on the list, so I can get to the actual page. But I can’t do the same with the rest of the subjects.
However, when I scroll down so the hamburger menu occurs, I can use that to navigate wherever I want. Why doesn’t the top menu work the way it’s supposed to?

you probably have another object that lay's over the menu, instead of below. But it's difficult to say without a website example or a picture with some extra info of the menu or site itself.
Use the to front or to back buttons to make sure the menu is always on top.
See that other objects don't have empty or invisable space arond them, this can prevent getting to your menu as well.
If this does not help please provide the website this way we can help much better.
