XML is actually only intended for storing data and exchanging data with other applications. What should XML be used for in WebSite X5?

Maybe then the XML experts can give tips.

@Dennis, is a vague and incomplete question.
What you ask, as you ask it, means nothing.
Explain exactly what you need to do with it.
In X5 you can insert EVERYTHING you want, code in PHP, in ASP, javascript, jquery... and anything else you can think of...
as there is a dedicated part with the HTML object.
But that doesn't mean you can put them in without having experience or being able to, these things might require the experience of a programmer to be able to read this data they will send you and display it properly.
Anyway, to sum up: you have to use the HTML object, but you have to know how to do it... so you will need a skilled technician.

I have sites where I put links to xml files for government tenders, but they are simple download links

Although WebsiteX5 itself uses XML for certain functions, it is not intended to import or export XML data about a project or a website.
