Access to phpmyadmin is only allowed from control panel.

How and where do I find the Control Panel? I had access to MySQL database and tables yesterday, but I get this message today. How can I regain access to the database?

On screenshot(879), when I hit "Access" in the Database section, I get the screen in screenshot(880). This is a new occurance and only started happening this morning. I'm still not able to get access to the MySQL database. Can someone advise how to regain access that I had previously?
This software in not allowing me to upload screenshot(880), but it says "Access to phpmyadmin is only allowed from control panel."
My real question is how do I regain access to my database?
Probably a problem with Incomedia's web hosting partner, see the other post with the same problem

the previous configuration has been restored, after an initial change by our hosting partner.
You should now be able to log into the database as usual.
