Scroll activated flash animation website?

Here are examples a website that us the scroll technique;

I purchased the Website X5 evolution 10.0 a few weeks ago. The website I'm working on is currently being hosted at www.canverter.us we own the .com but won't be switching to the .com until the site is ready for launch. The main background image is actually a thumbnail of all of the individual web pages combined. We have a graphic designer working at creating a living background for each page.
Would someone please be so kind as to tell me how I could make this possible? I am very proficient as learning so sending me a tutorial or youtube video would work well. We also have a budget of a few hundred dollars for anyone who would be able to either train me in how to do this or to just do it for me. This is the first of many website I will be managing and I would be happy to hear any and all advice or comments from anyone and I hope to make some good contacts here!

WebSite X5 ha not this functionality but with use of custom code it can be made an effect like you want to have by adding the custom code in the program in the Head Section in step 1 Advanced and in the HTML&Widget Object in step 3.
Unfortunately I cannot help you with custom code but if you ha any doubts on how to add it in the program you can ask me anytime.
