By Uploading Changes, Whole Site Is Being Uploaded

Everytime I upload my site, the whole site is being uploaded and not only the changes (offcourse I chose the second option, upload only changes) How can I solve?

. . . i dont think so
-> check quantity of real UPload with *Netmeter* or simililar
-> test time to UPload for full and modified
