go to step1 general setting, click on tab in front of content laguage, select your languge, then find the command on the rightside, click on it, and type your desire language over there.

You need to create your database inside your web host, go to cpanel and click on SQL database wizard, after you create your database, you need to add that information inside the database section of your webx5. webx5 can not create a database for you but it can use your database.
