After reinstall Windows, i can't install the program.Writes me: Internal error: .NET Framework not found.

visit the link below and download .net frame work 3.5
simply choose your language and hit the download botton.

save it, install it, then install your webx5

did you restart your computer before installing .net and webx5 again?
this time remove them and restart your computer, download .net ver4 from link below.
install it, restart your computer, then install your webx5 v10
