Can you create your website off-line? Creating my site in the on-line mode is using up my monthly internet account rapidly.

yes, you do not need internet to work with x5.
only in if you want to 1)download a picture from x5 gallery or 2) upload your website to internet or 3) update your x5 program, you need internet connection, other than that you do not need to be online to create your website.
