WebSite X5 Start issue

The bought 5X programma does not start.
No licence.iwl, no html file and a log file that says
File Error - D41D8CD98F00B204E9800998ECF8427E-START-17.0
Here is the steps i took
1 uninstall the website x5 start program. I also deleted all incomedia and websitex5 related directories and files.
2 i ran a registry check and deleted left behind keys from incomedia
3 i restarted the computer
4 i ran the installation program as administrator
5 the icon appeared
6 i double clicked the icon to run the program
7 nothing started, nothing happened

i run windows 10 home version 1803, on an intel i5, 4210u at 1,7 GHz
Intel HD graphics
64bit, 4Gb ram

did you download from top right pulldown -> download?
check also licences over there.
if not try with the full download from here as above mentionend
Hi Richard.
In what folder are you currently trying to install the software? Do you have any running antivirus as you're trying to install it?
Perhaps some kind of permission incompatibility is to blame here and it is not allowing the software to be fully installed correctly.
Please try installing it in a default path (like C:/Program Files) with the Antivirus off, and let me know the result
