Hover text shows when hovered and hides when is not hovered

Hello,
Is there an option where the user sees on the page (in the margin regions) an "?" sign (let's say) and when he hovers the sign a text is displayed, or an image, or something else?
I have attached a picture regarding this feature, maybe it is more understandable.

You can set a text on the mouse icon or a picture or both.
Goto step 2 template -> tooltip on mouse over there you can adjust the view you get.
To set it on ANY object (where you have a link option), use the link menu and then tooltip TAB
That's it.
