I have Win10 pro.
Dont know if uppdate have it on automatic

but when i open it from C:\Program Files\WebSite X5 v14 - Professional it works only shortcut dont work i se.
have tried to make a new shortcut to the desktop but the same error appears

Is it possible to remove/disable all your antivirus, malware, firewall 3rd party software to rule that out?
And what level of user are you, standard or administrator? If you go to control panel and click on User Accounts, and then your account, this will tell you.
An alternative would be to modify the desktop shortcut
