In the first instance you could explore the use of WebSite X5's auto scrolling menu feature  -  see the screenshot attached

Other than that you are looking at employing custom code inside your WebSite X5 project in order to achieve a similar effect to that of the website you linked to.

You may want to browse through the source code of that website, to gain a better insight into how the page has been put together:
