VAT problem

I have a problem with the VAT. If i set in the shopping area the VAT exclusive 21%, the customer see the prices inclusive VAT on the site. As they have ordered and going to the shopping cart they see the prices exclusive the VAT. Is it not possible to set the prices in the website exclusive vat and kep the shopping cart as mentioned above. I need this because theis site is a B2B site. If you weant to make appear the price on the product list object with the VAT excluded you can set it in the product catalog object in the Settings by seelctign as Element -> Details and there choose the 4th option for VAt Excluded.

I still didn't understand. What do you mean by seelctign? I don't see a 4th option. The problem is that the prices on the website appear include VAT and later in the shopping cart appear exclude VAT. We will all show exc. VAT.
