How do you get the blog public - getting error message

You don't have permission to access /blog/index.php on this server.
This is the message I get when I access the blog page from my website. How do I open it up for viewing? I have set the permissions for index.php to 755, but it still won't show up.

Hi Michael.
For problems such as these, I would definitely suggest you consult your web hosting, since there is no integration you can perform software side.
You have to manually solve this issue through the server or with the help of your hostings support.
Please keep me updated on the situation after you've consulted them
