Online control panel not able to log in

I am not able to log in to the online control panel using administrator email and password. Has anyone had this problem?

Yes,
Remove cookies and eventualy history from your webbrowser.
Then refresh page and try again.

I have clear all cookies and browsing history and still getting error wrong username and/or password. (see attached picture)

The user in the attached picture seems to have figure out the resolution, I also have IPAGE as my hosting company, but I don't know how to reach out to him to find solution can someone help

Simply do as the other user did... explain the issue to iPage just like you have explained it to us. Point them to this thread if need be.
If incorrect file permissions are restricting your use of your webspace then your host has a responsibility to assist you in resolving the matter.
