Access Management Issue

I have a website that is using access management. I have not encountered any problems with log ins for users until now. I have a user who could not log in with the email and password allocated. I changed the email and they could still not log in. I changed the password and they could not log in. I removed them from the list and added them with the same email and password previously issued and they could not log in. I cannot see anything that is obvious preventing me from setting this user up with her email address and password that I want to assign. Has anyone got any ideas.

Let the user delete cookies and memory from your website on the computer from the user offcource.
Then let user try again.

I am trying to log in on my computer with the user's credentials and am unable to log in. I have cleared cache but still not joy. Am just about to try again.

I have resolved the problem by deleting the access.inc.php file and doing a full file upload to the server. I shouldn't have to do this so may be you could get websitex5 techies to look into.
