Multiple Hot Spot Image Creation

Hi All,
I've been given a picture which has to be cut into sections to create a single image, but with multiple 'hot-spots'.
The simplest method that occurred was to create a 7 x 6 grid on the webpage, and place the relevant image section in an 'image' placeholder.
The problem is that X5 insists on resizing some of the image boxes, which creates gaps between sections of the image, and incorrect alignment within the image due to different heights.
Any thoughts?

Hi,
I've supplied the Original Image.
Screen 1.jpg shows how the sections have been laid out in X9.
Screen 2.jpg shows the result, the sections do not align correctly.
