Site with Russian symbols did not automatically displayed as UTF-8

What shall I do to force the site with Russian symbols, created in WebSite X5 Evolution 9, to automatically display in browsers as UTF-8 instead of Win-1251?
Hoster supports UTF-8 by default.
When I change the encoding in browser manually everything is OK.
Problem exists in Chrome and IE. WebSite X5 Internal viewer displays page without problem. Site created in WebSite X5 Evolution 9.0.10.1840; Windows 7 starter Rus

WebSite X5 Evolution 9 creates the project in UTF-8 automatically. Do you receive some kind of error message? Could you please attach a screenshot and show me where it is wrong or give me your website URL?
