Animated HTML5 Banner on the header and footer

Hello,
In order to make a website compatible with any tablet and smartphone devices,
WebsiteX5 should be able to insert an Animated HTML5 Banner on the header and footer.
WebsiteX5 should insert the animated.html and its linked file motion.js.
I mean: motion.js is linked to animated.html like this:
animated.html
<!DOCTYPE HTML>
<html>
...
...
...
</script>
<script src="motion.js"></script>
</body>
</html>
