Grant users to insert their own entries into a blog

Currently it is possible to allow users only comment or vote in a blog it would be great to have a possibility to grant users to insert their own entries into the blog from their local computers or mobile phones. Probably they should have a partial software for a blogger. In this case the blog will look like an online newspaper or magazine. Thank you for the consideration.
