What is a recommended software to use with evolution 11 or 12? Looking for something that can reduce pixel size and editing that will increase my picture loading speed and/or convert formats? Does Incomedia have something?

I Have multiple programs but often fall back on Irfanview it's free and can do a lot it's without commercials.
It can also handle pictuures in batching for reducing / renaming and more.....
But Incomedia have also some products: http://deals.incomedia.eu/en/index.html maybe you can find something there?
Most can be tested before buying.
