After Main Window of V.13 Opens it Crashes

Also, when I first tried to open, after installing, it seems the .NET Microsoft did not load. It said I needed it to open the program. I went to the site and downloade it and it installed okay.

Same problem I had and your error report shows the same cause. There was a Lavasoft program that my son had installed and it stopped X5 from opening past the first screen.
Look in your Control Panel for this program and uninstall it. I forget exactly what mine was called but Lavasoft make AdAware and a few other security type programs. They are good programs but in my case this was what blocked X5, so anything you have installed needs to be removed, then test out X5 again.
It didn't affect my Version 11 or 12, just v13.

I do not have Lavasoft (AdAware) on my computer. I use Norton, and I just uninstalled v13 and shut off norton and reinstalled as Administrator. It still crashed! I have v.11 & v.12 and didn't have this problem when I installed it?

From the error message you receive it is shown Lavasoft is causing the issue and it is installed on your computer:
Fault Module Name: LavasoftTcpService64.dll
Probably another program installed a function of Lavasoft and this is causing the issue on your computer.
