Problem: PDF-file can not be downloaded when using the "download"-button.
Case: Previously there has not been a problem, but now there is not possible to use Chrome to download a PDF-file I have on my website.
A pop-up window says the followin - translatet from Norwegian to English: ""This file does not have an app.... Install an app, or, if already one is installed,....".
Note 1: I use Adobe Acrobat Pro DC to create PDF-files.
Note 2: It is possible to use Firefox - but unfortunetely I can not control what my clients use...

Settings like this can be browser dependent, which explains why the download is initiated as expected in Firefox. It's quite possible that a recent Chrome update, add-on or browser extension has altered your previous Chrome configuration.

Or you can force file downloads from the server side, using various means, one of the most common being the use of .htaccess files on Linux/Apache. See this DreamHost guide for an example:
