Shopping Cart Index - Can you add special instruction text to this form?

Is there a way that you can add a special message to ordering clients on the Shopping Cart Index as per the image below:
This could be information as to customers in a bold and/or coloured font of your choice giving people instructions regarding their order, or instructions here as to increasing the the iten order quantity??

Hello. Yes, there is a way to do it.
1) Go to Language Content Management.
2) Find the text "The following table lists all products in the cart and the total amount of your order".
3) Change it. For example, I added this: "<p><strong>This could be information as to customers in a bold</strong> <span style="color: #e03e2d;">and/or coloured font of your choice giving people instructions regarding their order</span>, or instructions here as to increasing the iten order quantity??</p>".
As a result, I got this:
As you can see, you can use HTML in your text.
