Can the right Side Bar be positioned all the way to the right of the Page Background and not to the right of Page Contents?

Not unless you make the page width, = the whole page.
Otherwise have to use some code then.

Looks like the examples are what I need. But where to set page width = whole page?
To be more detailed, I have a vertical menu positioned on right Side Bar. Because Side Bar is located on the right edge of the Page Contents, it's not located all the way to the right of the page (Page Background). I want to eliminate piece of the Page Background:

Right now the menu looks like on the left snapshot, and I want it to look like on the right one:

The examples is made with some special styling. I have placed the objects in fixed positions.
As standard, you could style it like this :
Where you place the page-background to the right.
Tell if you can have it to function. You don't need to adjust the page width then, I think.

This is so strange! How did you get to the page you attached? Looks like this is exactly what I need, but I can't get to that screen. All I have is this in the "Temple Settings":
No Side Bar background:
Whuld you be so kind and explain how did you get to the screen you show? Is your version different? Mine is Professional 14.0.5.3.

You should select : Page background
And then adjust it : 3. right
This will make the sidebar go to the right also.
This way you can place objects in the sidebar, so they can nearly touch the right side of the screen.
This can be made without special coding.

Thank you, John! I was confused: your "Side bakgrund" I took as English "Side Background" and not as "Page Background". Now it's clear. And it works exactly as I wanted to!
