Clarity required when uploading site with 'Under Construction' flag set

Can I suggest then that items flagged as 'Under Construction' retain the images / URL links but are modified to go to an X5 generated 'Under Construction' page rather than being removed.
I have been showing the site to my client who is asking me exactly that question.
