Unable to update or allocate user levels

How can I fix this problem?
I am unable to update and therefore unable to allocate user levels in the Access Management Page.
"Website Test" in the Admin Panel pass all tests including "MySQL Database settings (Login Management)".
I have even set permission of "res/access.inc.php" to 777. Even my DB reader modules are working fine.

Another problem is most probably related:
A new user registers "successfully", but is denied access and receives the following message: "Your account has not been activated yet."
I am using automatic registration and have NOT selected email verification.
The user also does not receive a confirmation email either.
...just as reminder: when you choose automatic registration, you must assign the name only, at DB table; the program creates it for you with correct fields. I suggest to rename your table checking all remaining settings (emails ecc.)

Yes, I double checked.
In the meanwhile, I disabled the Access Control Through Website X5.
