Outer Glow Mouse Over Effect No Longer Glows in V13

It seems that the outer glow feature has been broken in V13 as it no longer glows, but rather it just draws a dark colored box around the image.

I found that if you create a huge outer margin on the image, the glow effect works, but this is not how v12 worked and it is really useless as it shrinks all of the images due to the large outer border.

I have three images in seperate image boxes side by side. All using the default cell style of 3 inner and 3 outer pixels. In the image properties, display tab, I set the Mouse Over Effects to Outer Glow with a diffusion of 50.
What it seems that is happening is that since 50 is larger than 3, the effect is not allowed to display outside the 3 pixel space. I I increase the cell style border size to 100, the effect works as desired, but of course, my image spacing is not acceptable with a border of 100.
V11 did not care what size the cell border was and would diffuse glow 50 even if it had the default border pixels of 3. I tested this over and over, so for now I have chosen a different effect.
You can view this at http://sanfernandobraves.com/ if you scroll down to the larger images on the lower part of the page. When you hover over them, there is a dark red border and not a difused border like with v11.

Thank you for fixing this! It works better in the latest version 13.0.1.16, but not exactly how it did before.
Let me try to explain, in the previous version it was more feathered. There is no option to control the feather and the new version is way too dark and does not "glow", but rather there is a very dark border up until about 75% before the "glow" at the last 25%. Compared to previous versions, this is unusable for me as it is too dark.
It would be really nice to see a feather adjustment and/or have this operate more like it did in the past with a very light glow.

You inform the developers ?!?!?!? We all that buy your new version 13 are scamed. Your aplication is not tested enough. Too many bugs... You are only selling a default product... In my case there is bugs in your aplication that i cant count...
