Video background, IOS, mobile devices

Hello all.
I have a problem with the background in the form of mp4, IOS does not play. On mobile phones there is a black background with the "not playable" icon. As far as I know, network providers automatically block the display of video in the background on mobile devices (costs for data transfer). However, I am not even able to turn on this video on my Iphone when I'm previewing the page. Has anyone solved this problem? Does anyone know the best format to use video as a page background? I mean playable video as a page background on as many devices and systems as possible.

This could be related to the version of IOS or the browser. Is the hardware as up to date as possible, and does the video display with an alternative browser (eg chrome, firefox, opera?)

the latest ios. in computer version firefox, edge, IE normally displays video. on mobile phones does not display video as a background even though I have updated IOS. On Android I don’t know, because I don’t use
check if javascript is enabled on safari. this might help also
best format is mp4 h.264
