Website x5 pro 2019.2.5 contact forms on updated sites not working

Any chance the Development team can look into why the Contact Form object doesnt send emails.. All the websites Ive worked on using 2019.2.5 have now got this problem.. All the sites that havent been worked on using 2019.2.5 have working Contact Forms... All server accounts are running PHP 7.1
In control panel the website test for PHPMailer script only works on sites that have not been worked on using 2019.2.5 ... on all the other sites the site test reports 'Could not instantiate mail function'
Using other scripts texted report 'Cannot send email with internal script'
This has'nt happened on sites that have not been worked on with 2019.2.5

Hello Peter,
this error 'Could not instantiate mail function' refers to a feature of your server.
Probably the mail function is not enable. You need contact your server provider and ask to enable this function.
