I like to have the possibilty for customers instead of buy the products in my webshop, for multiple items ask for qutotation. for Example: When the click on product, instead of shopping-basket , The system ask for qantity and then these products are sent to me in mail for quotation.

You could use Email Form Object for this purpose.

How about creating a payment method that says "No payment - send me a quation for this order"
It should be as the bank-transfer. Here you can fullfill an order and the customer gets the order confirmation - and you have to check yourself for the payment.
The "No payment - send me a quation for the order" should act the same way. And then it will also be made clear that the order confirmation is about a quotation.
It will require that all items in the order is for a quotation. And it will not be suitable for digital items.
The order confirmation will contain the amounts and the "standard" prices for the items.
And you will have the potential customers data ( name, email and so ) and you should then be able to send back a quotation for the total order.
If amount is accepted you can have the customer pay via PayPal using the order-number as reference and when you see the payment, then you can send the items.
You send him by mail a PDF of the order, where lines is added with the discount and the ( new ) total price.
I don't know if this is possible today, but I think it is.
