Can a customer put an attachment, such as a photo file, on the customer details page during the payment process?

No this can not be done during the payment process, but it can be done if you add an email form to your page and select the ''add image'' option. Therefore he could send you the image then start the shopping procedure.

It could be. Why don't you post and idea for our programmers? They will read it then consider adding it into future updates.
