If the present offer of 35% discount on WebSite X5 Evolution 9 only relates to an upgrade, then I will need to puchase the full version as I have lost the WebSite X5 Evolution 8 disk. As I have already paid for the original Ev.8 and am a registered member would it be possible to pay £35.00 for the full version?

When you buy an upgrade you will need to use the same email adress like you used to register Version 8 and it will work. Yes you can buy this upgrade offer.
