I create websites for churches and non profit organizations.

I need to create site with all pages being fully "Responsive" automatically fit any PC, iPhone and pad etc.,

Pages must have full CMS in content areas (Dynamic content) I think you may call it.

I am accustom to using PHP and MySQL data bases for content and page structure.

I do not want and would never use your Web Hosting.

What is the least expensive version that will give me all those needs?

The best version for you is 10 pro, and that is the most expensive one. you can't ask for BMW with price of Kia!

With website x5 you have not a full CMS. You can change only text with the dynamic content.

The websites you build are not full responsive design! The format change automatic but not what you mean with responsive design

Website X5 is HTML5 and CSS code generator and not an open code editor that you can import a site back in to. It works with all windows/frames that you place "everything" in.  No overlapping here and not really restrictive once you learn the process.  It does, for the most part, fit all screens and has full functionality on touch devices.  It is not a fully responsive, liquid type website creator.  It has more built-in features, that actually work, than most.  Take a look around here. Check out bootstrap and others that have true R.D. and what others are working on.  Way to much work and extra coding for me.  After a couple of years searching and checking out 20-30 other programs, I purchased X5 Pro for some reason.
