Version 13 Professional will not start

Hi, I bought and installed the version 13 in german and I have a problem. Installation, activation are no problem but the program will not start and I should new install it. Also I have done it but the problem is not solved and the messge come again. Also I have send the screenshot in german.

Guten Tag Thomas,
Öffnen Sie bitte das Startmenü in Windows und in der Suchmaske tragen Sie folgendes ein:
cmd.exe
Sobald sich die Console geöffnet hat tragen Sie folgendes ein:
lodctr /R
Danach versuchen Sie erneut das Programm zu starten.
Falls Sie Error Code 5 bekommen, starten Sie cmd.exe als Administrator.
Bitte halten Sie mich auf den laufenden.
