Is it possible to change the background picture? See the picture.

At a guess I would say it is a background image under Row Formats.
Step 4 Pages, Row Formats
You can place any image behind a row of cells, and set parallax on if you wish.
My apologies if I am wrong about this template - I could not locate it to check.
