How do you create a sublink without having to put your information in the properties? I create a sublink for dog under adopt but it is not showing on page creation.

As long as the layer (sublink) contains no pages and no link, it is empty and therefore invisible.
Put a page in the layer and it will appear in the menu

Hi Hiu-Yee,
as JJ.Juag said, you created a sub-level (Dog) and a sub-page (Cat). You can edit Cat because it is a page, but as it is not possible to edit levels, you either need to create another sub-page called "Dog" in order to have access to it and edit it with contents.
