How to create a custom mobile template?

OK, so how do you create a custom template with an overall width of 640px?
I just started a new demo project and as you will see from the template created, I am not in a position to change the size of the "Page Contents" width (Box Greyed Out).
The header and footer are showing a width of 960px.
Any clues on how to achieve this?

The header is the place to set your width of the website.
Set that to max 640. Thats it.
