Paypal payment issue!

Hi,
I have this issue that I can't understand and track it down to fix this.
I have recorded the video on this. Can you guys please help me to understand this.
I used Guest mode, so no cookies are there. The first time, the Payment didn't work. The second time I entered all the details, it showed the payment info and option to pay with credit cards.
Any ideas?
